04 — Rules of procedure
One session, four motions.
Every conference runs on the same procedure. This is how one goes, from the first gavel to the last.
Motion I — Call to order
The Secretary-General opens the floor.
Before the committees break off, the whole conference meets in the hall: the opening addresses, the rules, the agenda.
Motion II — Debate
Speakers' list, caucus, amendments.
In the committee rooms a resolution is written one clause at a time. Take the microphone, rebut, redraft.
